DSS TIME TABLE OUT

Breaking: Chelsea wins English Premier League 2016/2017 season

CHELSEA have won the Premier League title with two games to go – after forgotten man Michy Batshuayi struck late to spark jubilant scenes at the Hawthorns.
Blues fans invaded the pitch and partied with players as Antonio Conte led the celebrations in front of the ecstatic travelling contingent.
For much of the clash with West Brom, Chelsea were frustrated and struggled to create clear-cut chances.
But with eight minutes to go, Batshuayi popped up to steal a 1-0 win with just his second goal of the season to send the visiting Blues fans wild.
Cesc Fabregas, in an X-rated interview minutes after winning the title, beamed: “Football is f**king unbelievable!”
Chelsea defender Gary Cahill was one of the first to speak after the Blues reclaimed the crown that they relinquished last season to Leicester.
He beamed: “You have to cherish these moments, you work so hard all season to be where we are. Consistently we have been the best team in the league. There is no better feeling in football
“People have written us off as a team and individually and this has shut them up. We are champions. It’s another one in the cabinet.”
Chelsea captain John Terry didn’t play a part against the Baggies but will finish his Stamford Bridge career with a Premier League winner’s medal:
He said: “These boys have been on the field doing it week in week out. It’s been a delight to sit and watch, a different perspective.
“The togetherness was shown from day one.”

Chelsea stars to share £5m for winning title

Chelsea stars will share a £5million bonus for winning the Premier League this season

Chelsea players celebrate a goal

The money will be handed out as soon as Chelsea get their hands on the prize, with players who’ve made the most appearances getting the larger sums. The Times claims ten per cent of the pot will be put aside for unused subs and other squad players.
But the £5m fee is no bigger than Brighton’s reward for achieving top-flight promotion from the Championship.
SunSport can exclusively reveal the Seagulls will cash in on their exploits in England’s second tier despite recording a financial loss of £25.8m for the 2015/16 season.

GSL Futures 3: Four Nigerians tumble out

THE bonfire of tennis action that has gripped Abuja in the last two weeks, continued yesterday in Abuja, as the GSL Futures 3 served off in breathtaking fashion, with three Nigerians crashing out.
Tennis
Leading the charge to the second round, seed two, Brayden Schnur of Canada, eased to a straight sets 6-0, 6-1 victory over Indian Mohit Jahin. Joining him in the second round, is Alessandro Bega of Italy, who saw off the feeble challenge of Thomas Otu, in quick sets of 6-1, 6-1.
Also biting the bitter dust of defeat was Henry Atseye, who lost 0-6, 0-6 to Christopher Diaz-Figueroa while Christian Paul was handed a 1-6, 1-6 thrashing by Kunan Anand of India.
A day to quickly forget for Nigerian tennis faithful was capped by Joseph Iyorovbe 0-6, 2-6 straight sets loss to David Argazinski of Poland.
But the likes of Sylvester Emmanuel, Clifford Enosoregbe and Joseph Ubon will today attempt to rewrite the Nigerian tennis story, when they step on the court for their respective first round matches in the single draw.
Emmanuel faces Norwegian Fifth Durasovic, Enosoregbe plays Egyptian Karim Hossam, while Ubon squares up against Takanyi Garaganga of Zimbabwe for a place in the second round.

Does it make sense to invite an ex to one's wedding?

Take the poll and let's know how you feel about this.

The issue of staying friends with an ex has been discussed by many people over and over again.
Opinions are diverse and perspectives vary. We even gave an account recently about people who were able to stay friends with their exes and how they managed to do that.
So it is established that some people prefer to remain friends with their exes and that is admirable if that is your outlook on life and relationships.
We are wondering though, how close is that friendship supposed to be? Do you go really close to them again or will the friendship be an awkward, distant one due to the history you guys have.
If you are going to remain friends with them, will it be up to the point of inviting them for your wedding ceremony?

Will you ever consider an ex friends enough to invite them on the day you marry?
Personally, this writer does not subscribe to the idea of staying friends with exes, so inviting them for his wedding ceremony is completely unimaginable.
If you are going to be friends with an ex, it should be kept at the level of the occasional phone call, the logical goodwill message to congratulate them on their successes [if you somehow see or hear about it] and other social communications as that.
And if you are getting married, your ex is not someone you want to invite to that ceremony especially if you guys had a sexual relationship. It does not matter how amicably you guys separated.
To do so will be considered a disrespect to your spouse if not for any other reason.
But this is just the opinion of the writer. Now let us know what you think about this...

These two stars are masters of hit single ‘follow-ups’

For Runtown and Tekno, there is a consistency in the way they chose to follow up the biggest songs of their career.

It’s common industry knowledge that getting success in music is the easy part. The harder part is keeping and maintaining that success.
The Nigerian music industry is one of the hardest industries to keep success. Everything and everyone is looking to make an artist fail. If you can overcome the hurdle of accessing finances, you will have to deal with numerous agents, middlemen, and brokers, who would work hard at taking the money from you, before you get to a studio. Promotion is another great hurdle.
But as soon as one of the songs become a hit, that’s when the artist is faced with one of the most important decisions of their career; following up the hit with another hit.
Many artists fail at this, and that’s why the history of Nigerian music has more one hit wonders than stars. In recent years, we have had Slide make a claim with ‘Banana’ , but it never amounted to anything else other than a club single. Also, just less than a year ago,
Humblesmith was the new prince of Eastern music. His single ‘Osinachi’ , was the faith-based aspirational soundtrack. Where is he now?
You can find these happen to our pop stars. When they come out of a dry spell with a super hit record, or crown a great run with a big record, the challenge lies in following it up. It’s very crucial that they get a great follow-up to help keep up the momentum.
Tekno has failed to provide another record with the same potency, melodic perfection, and appreciation like ‘Pana’. Instead, he has chosen to maintain momentum by a rapid fire releases. Since ‘Pana’ came through last year, we have also had ‘Diana’, ‘Rara’, ‘Yawa’ and ‘Be’ . These songs have grown to become mid-level hit songs. But none can ascend ‘Pana’s throne or even attempt to usurp its dominance as the biggest song of Tekno’s career.
Tekno still maintained the same formula for ‘Pana’ on ‘Diana’. Working with the template of mid-tempo highlife hit, which is thematically designed to praise and seek love from a woman. It became a hit, but not in the mold of its predecessor.
For Runtown , ‘Mad over you’ came at a time when the singer desperately needed a win in his career. For much of 2016, his core focus was on navigating a suffocating label contract, and staying alive with a boss who allegedly pulled a gun on him. He finally rounded off the year on a high note. ‘Mad over you’ has proven to be bigger than anything and everything he has ever put forward as music.
The success of “Mad Over You” has made Runtown one of the hottest musicians in Nigeria, with the video racking up a whooping 30 million Youtube views, and streamed millions of times across all digital stores. Runtown himself has seen his stock rise, touring numerous cities in the US, and Nigeria.
To follow that up, he has released ‘For life’. With production from the rising Krizbeatz (who has already scored Tekno’s ‘Pana’, ‘Rara’, and a few others), Runtown keeps things close to the template that has been responsible for the switch in the Nigerian pop sound. It’s mid-tempo Highlife, only designed with elements that are consistent with core African melodies.
The theme is the same; Runtown professes his love for a woman in basic lyrics. He offers his soul, with admirable abandon, creating an emotional pull that is sure to resonate with his gigantic female fan base.
For Runtown and Tekno, there is a consistency in the way they chose to follow up the biggest songs of their career; it’s simply to take the most potent elements of it, remodel it and create a new record that still has enough to make people recognize the old one in the new record. But in a way that inspires acceptance.
It isn’t a brave technique to follow. But experience has shown that it is a safe business practice to follow. Artists generally have a little window to replicate the same creative pattern on their singles. Great commercial artists utilize that window, and cash out.
In a way, it feels like an extension of the old successful record. Only this time, it’s different.

NASS slashes Information Ministry’s budget by N120m

The newly approved 2017 budget by the National Assembly indicates that the lawmakers slashed the travelling, refreshment and miscellaneous expenses appropriated for Ministry of Information and Culture to from N661 million to N541 million.
The ministry had in the budget estimate proposed to spend N661,006,782 on travelling and transportation, refreshment and miscellaneous in the 2017 fiscal year.
The amount is part of the N49,464,302,080 billion allocated to the ministry from the N7.441 trillion Appropriation Bill for 2017 passed by the National Assembly last Thursday.
National Assembly
The reduction showed that N120 million was deducted from the original budget estimate for the three items.
A breakdown of the amount showed that N254 million is allocated to travelling and transportation as against N273,706,901 earlier allocated; N257 million for miscellaneous, against N347 million earlier allocated, while N30 million is allocated for refreshment as against N40 million earlier allocated in the fiscal year.
Vanguard checks showed that N14 million was allocated to printing of security and non-security documents, against N50 million earlier proposed for scanning and keeping of official records. N30 million was also approved for electricity charges in the fiscal year.
Our findings further showed that from the total allocation, N1.9 billion will be spent on capital projects, against N8,380,248,826 earlier proposed out of N6.303 billion, while N4.356 billion is for recurrent expenditure of the ministry.
Other areas expected to take the chunk of the allocation of the ministry include, purchase of fixed assets and maintenance services, which will cost N179 million and N75.9 million respectively, while N94.3 million and N59.5 million will be spent on security services and materials and supplies.
The ministry also in the year in view is expected to spend N4.2 million on financial services and N41 million on utility services.
Also for the year, N50 million has been earmarked for construction and provision of recreational facilities, while another N50 million is allocated to the anniversary celebrations. Similarly, N1.3 billion will go into governance and institutional reforms.
For monitoring and evaluation, research and development, the ministry is to spend N88.6 million and N170 million respectively for the year in view.
Part of the capital projects contained in the budget include acquisition of tangible assets, which got N1.6 million allocation from the capital allocation.
However, N97 million and N140.8 million were earmarked for purchase of motor vehicles publicity and advertising in the ministry.
Meanwhile, the total allocation for the whole of the ministry and parastatals is now N50,367,338,362 as against N49,464,302,080 earlier allocated to the ministry.

Naira-Dollar
He added that the volume of trading on the Investors and Exporters foreign exchange window in the past three weeks on the FMDQ platform revealed that the sum of $600 million has for been sold by both the CBN and autonomous sources.
Vanguard survey of the parallel market yesterday revealed that the parallel market exchange rate which closed last week at N385 per dollar closed at the same level yesterday. The stability was attributed to the expected CBN dollar sale of $20,000 each of the over 3000 bureaux de change (BDCs) today.
The naira also maintained its stability at the Investors and Exporters (I&E) foreign exchange window, with exchange rate of N383 per dollar.

Does 2017 budget show FG’s commitment to diversification of economy?

We cannot continue to deceive ourselves as a nation and expect to make meaningful progress. This century is driven by the digital economy and knowledge industry . These two indexes are mass based . Countries that invest their annual budgets massively on education and vocational training would naturally take advantage of this digital -based economy. For example , South Korea, which was ranked as an underdeveloped economy along with Nigeria in the 1960s , today is the 5th largest economy in the world . The reason is not far - fetched; it made a conscious effort to invest massively in education and vocational training . To match words with action, that country invests roughly 60 per cent of her annual budget in these two areas . This is a country that does not have any known substantial raw materials . It chose to invest in the human capacity of the citizenry. What do we have in Nigeria ? Our dear country has proposed to invest only three per cent of its annual budget in education when about 60 million Nigerians cannot read and write . Let us imagine how these millions of Nigerians would transform Nigeria if they have access to qualitative education and vocational training. Looking at this scenario , would you say we are prepared for diversification ? We must begin to do things differently if we are serious about diversification . • Prof . Tunde Fatunde ( Senior Lecturer , Lagos State University, Ojo )
It doesn ’ t show from this budget that we are really serious about diversifying the economy away from oil . We have yet to see major investments in agriculture and agro- allied industries that will help us diversify . There is no major initiative in tourism , there is no major initiative in solid mineral development , and we have not seen investments in these items that will give us comfort that we are committed to diversification . All the assumptions are based on reliance on oil revenues .
From the point of view of diversification , I don’ t see something that calls for cheer . The good news, however , is that the capital expenditure component has been increased to 30 per cent on the average which is some improvement from what it used to be. It used to be 18 per cent and 20 per cent when we are lucky , but now it has reached 30 per cent which is good and should give us some hope . But we are still far from where we should be. This is because in China , Bolivia , Malaysia, Thailand and Singapore, the reverse is the case . Capital expenditure is 70 per cent while recurrent expenditure is 30 per cent . Only a fool spends his entire income on just feeding with nothing left to plan for tomorrow.
We need to work harder and think smarter on these issues . Even the much talked about Economic Recovery and Growth Plan, this budget doesn ’ t really make much reference to it . With the budget just coming now , we would have expected reflections on the ERGP. Finally, it is looking as if our National Assembly can take the budget and rewrite it to fit their whims and caprices ; it is very wrong. Our constitution is defective in the sense that they can literally get unlimited powers to rewrite the budget . The only proviso is that whatever they bring is financeable and once it is financeable , they can overrule the President . In civilised democracies, this does not happen . In the classic division of power , it is the Executive which wears the shoes that knows where it pinches. The role of the Parliament is to look at it and raise issues where there make amendments. • Dr Obed Mailafia ( Economist / ex -Deputy Governor, Central Bank of Nigeria)
The fact that what we are investing in infrastructure in 2017 is less than what we invested in 2016 shows that the budget is actually not expansion , not pro -investment and not pro- growth. Forget about the figures in naira, you have to calculate the figures in dollars because most of the goods we import in terms of infrastructure investments are calculated in dollars , not in naira. So , Nigeria has to come up with a comprehensive master plan on how to regulate infrastructure investments because it is only by developing our infrastructure that our businesses will be globally competitive , and that is the only way by which the nation can truly begin to grow and diversify away from this mono -economy which our dependence on oil revenues represents.
It requires that we sit down in this country, brainstorm and agree on how to solve this problem. You can borrow money, but you don’ t just go and borrow without a comprehensive master plan on how you intend to invest it and get return on that investment . Which critical infrastructure do you intend to invest in to develop the economy ? There are companies who have $1tn in foreign reserve , we must look critically at the things we must do to reverse the situation we are faced with today because our population is growing. • Mr . Odilim Enwegbara ( Abuja- based development economist )
The 2017 budget was anchored on pulling the economy out of recession and stagflation as well as taking the path of self -sustainable growth. What is important is not the budgetary amount set aside for funding support to agriculture which is not enough for a N 100tn economy that seeks to diversify away from import dependency , but rather policy articulations that seeks to support public private partnership as well as direct private investment in agriculture and agro allied industries .
We need to focus on policies that support backward and forward integration and seek to make agriculture a business rather than just for self sufficiency .
Recapitalising Bank of Agriculture as well as $1. 3bn anticipated off -shore investment to support the proposed Development Bank of Nigeria are areas that need to be fast tracked in 2017 to ensure that single digit interest rate funding to agriculture and agro allied businesses become a reality, thereby supporting Gross Domestic Product growth rate, reducing foreign exchange pressure for imports as well as minimising the impact of imported food inflation in our economy.
The National Bureau of Statistics data have shown that contribution of agriculture to nominal GDP for example , has grown higher than it was . This is positive and assuring as there is now ownership . This , however , needs to be complemented by walking the talk in ensuring the 2017 budget fiscal stimulus is implemented as much as possible .
Nigeria has huge economic potential outside oil sector which is largely untapped due to the so called Dutch Disease that has , for years , made us lazy and always relying on a mono commodity called oil as a source of income , notwithstanding the fact that oil constitutes only 10 per cent of our Gross Domestic product .
There is potential for growth in non- oil export in most states and virtually all the states have one form of economic competitive advantage or the other.
For example , virtually the whole of Zamfara State is sitting on gold and diamond largely untapped with little going to illegal miners. The current economic reality is a good opportunity for us to diversify. • Mr . Rislanudeen Mohammed ( Lead Fellow, Institute of Fiscal Studies of Nigeria and Managing Director , Safmur Investments Limited )
The 2017 budget is a fiscal rhetoric; it is the same circle that Nigeria has been in for some years now . So , I don’ t think it is a strategic roadmap for redemption from the quagmire that we have found ourselves as a country .
Even the agriculture the government is talking about , we are aware that farmers , these days, are being kidnapped. In the area of diversification , insecurity is a problem because we have people, who have interest in agriculture, but they cannot go to farm as a result of insecurity . I think that the people that are running government are totally disconnected from the reality on the ground . • Dr Georgewill Anthony ( Executive Director , Niger Delta Budget Monitoring Group)
The 2017 budget has not really shown the Federal Government ’ s commitment to the diversification of the economy. Government has been saying since the inception of this administration almost two years ago that they want to diversify the economy. But there are some salient questions that I want to ask the Federal Government for everybody to know if they are sincere in their diversification posture.
Has the government done much for the agricultural sector? I have not seen the government bringing in implements to boost agriculture. If you go to local government areas in the country, hardly can you get 10 per cent of the required tractors. What effort has the Federal Government made towards improving the industrial sector ? We thank God that we are seeing foreign countries coming to Nigeria , but they are exploiting us . One of the things required to boost the sector is to prioritise the participation of indigenous manufacturers. • Chief Hezekiah Adedeji ( President , Kwara Coalition of Business and Professional Associations

2017 budget: Economic team considers funding options

Yemi Osinbajo

The Economic Management Team led by the Acting President , Yemi Osinbajo, on Monday considered the funding options available for the implementation of the 2017 Appropriation Bill passed into law by the National Assembly last week.
The issue was one of the major items on the agenda of a meeting, which was held at the Vice President ’ s Conference Room inside the Presidential Villa, Abuja .
The Senior Special Assistant to the Acting President on Media and Publicity , Mr . Laolu Akande, disclosed this in a series of messages he posted on his Twitter handle , @ Akandeoj , on Monday .
Akande assured Nigerians that with the discussion at the meeting, the implementation of the budget would be seamless once it was assented to .
He said ministers and the Governor of the Central Bank of Nigeria , Mr . Godwin Emefiele, attended the meeting .
He wrote, “ Acting President Osinbajo is presiding over a meeting of the Economic Management Team , reviewing major issues , the 2017 budget and others . In attendance are ministers and the CBN governor .
“ Specifically regarding 2017 budget, funding issues tabled today at the EMT meeting , implementation is seamless once appropriation bill is assented ( to ) . ”
Akande said on Saturday that the Presidency had yet to receive the details of the budget as passed by the National Assembly last Thursday.
The legislature had on Thursday passed the bill with estimates totalling N 7. 441tn .
The passage followed the consideration and adoption of a report by the Senate and House of Representatives ’ Committees on Appropriations on the bill .
The approved budget was based on the Medium Term Expenditure Framework /Fiscal Strategy benchmark price of crude oil pegged at $44. 50 and based on crude oil production of 2. 2 million barrels per day , and an exchange rate of N 305 to a dollar.
Of the total , N 434, 412, 950, 249 is for statutory transfers ; N 1, 841, 345, 727, 206 for debt service ; N 177, 460, 296, 707 for sinking fund for maturing bonds; N 2, 990, 920, 033, 435 for recurrent ( non -debt) expenditure; while the sum of N 2, 174, 496, 775, 867 is for contribution to the development fund for capital expenditure ( exclusive of capital expenditure in statutory transfers) for the year ending December 31, 2017.

Sanusi: Why we suspend N6bn fraud probe, says agency

Emir of Kano, Muhammadu Sanusi II

The Chairman , Kano State Public Complaints and Anti -Corruption Commission, Mr . Muhuyi Magaji , says the agency has achieved 80 per cent success into the investigation of alleged misapplication of N 6bn by the Kano Emirate Council .
Magaji told the News Agency of Nigeria on Monday in Abuja that the commission had also recorded a “ water tight case against the emirate council ’’ over the allegations of financial misappropriation.
“ We have also identified our primary suspect in the course of the investigation, ’’ he said , but declined to name the suspect, ” he said .
However, he said that the commission suspended the probe to avoid a “ crisis of concurrent investigation with the state House of Assembly and possible litigation by interested parties . ”
The chairman explained that the state legislature had taken over the case by constituting an eight-man committee to conduct a similar probe when the commission was on top of the situation .
According to him , Section 16 of the law establishing the commission barred it from conducting further investigation into any matter pending before the state House of Assembly and the courts .
Magaji cited the case of Rabiu Salisu and others before the Federal Court of Appeal in suit No : K /37/2016, and suit No : K /M /728/2015, involving Rabiu Ibrahim & Co financial institutions Vs the anti - graft agency to buttress the need for the suspension.
He added that the commission had found out that “ all the monies allegedly spent were not appropriated for contrary to the Kano State Emirate Council Law 2004. ”
The law required the council to prepare annual budgets and submit same for appropriation by the legislature .
“ But our findings from the Ministry of Budget and Planning confirmed that the emirate council has an annual overheads of N 15m and no capital allocation even under Emir Sanusi , ’’ said the chairman .
Meanwhile, he said that the commission had written the House of Assembly on the matter and would stay further action pending the response of the legislature.
He , therefore , urged the public to appreciate the legal and extraneous constraints of the commission in suspending investigation into the alleged financial irregularities committed by the emirate council .

Ekiti names Govt House, hospital after Gen. Adebayo Adeyinka

Adeyinka Adebayo

The Ekiti State Governor , Ayodele Fayose , has directed that the new Government House, Oke Ayaba , in Ado Ekiti be named after the former Governor of the Old Western Region, the late Gen . Adeyinka Adebayo ( retd . )
The governor has also threatened to prosecute husbands who beat their wives , saying the state would not condone violence against women.
Fayose stated this at a meeting with beneficiaries of the state’ s N 5, 000 social welfare scheme at the Government House in Ado Ekiti on Monday .
Urging the people to troop out to attend the state burial of Adebayo on Friday, Fayose said , “ I have also directed that the new Government House and the General Hospital in Iyin Ekiti be named after him . This is not politics but governance. ”
Fayose also gave a strong warning to men beating their wives , saying he would ensure their prosecution and imprisonment if there was incriminating evidence against them .
“ We are against violence against women in Ekiti . If you do it and I have evidence against you , you will go to prison.
“ There are several ways of dealing with a woman . There is zero tolerance to violence against woman in Ekiti , ” he stressed .
The governor told the people that there were ongoing projects in 11 out of the 16 local government areas of the state, promising to extend the gesture to the others .
He urged the people to support his government to anoint a successor in office that would continue with his good works .
“ What we need is continuity . Lagos is working and the state is developing. This is because there is continuity in government .
“ It is my desire to achieve successes on all fronts. I appeal for your support for my government . I will leave office one day but I will be best remembered for my legacies .
“ When a wrong person is appointed , he will destroy all the good works we have done . Never should a wrong person that will leave us in debt be appointed again .
“ If power transits to a person we all chose and we a person that we will have access to , he will continue the good job . You will be the one to choose the candidate. ”
The governor urged the people to go for continuous voter registration and obtain their voter cards .
With the people behind him , Fayose boasted to defeat the All Progressives Congress in the state if election was conducted “ today” , even in the face of federal might.
“ Ekiti people don ’ t pretend ; when they like you , they show it to you . No matter how important or relevant you are , you are nothing without the people. My people love me ; they love me that I ’ m working for them , ” Fayose said .

Sagay, SERAP, CACOL berate Saraki for attacking EFCC, ICPC

Senate President, Bukola Saraki

President of the Senate , Bukola Saraki , on Monday , took a swipe at the Federal Government ’ s anti - graft agencies, saying they preferred showmanship.
He said this was the reason why the agencies had failed to ensure conviction of suspects in court .
The anti - graft agencies in the country include the Economic and Financial Crimes Commission and the Independent Corrupt Practices and other related Offences Commission.
Saraki said this at the presentation of a book , ‘ Antidotes for Corruption ( sic) , The Nigerian Story’ , written by the lawmaker representing Kogi West Senatorial District , Senator Dino Melaye.
The Senate President , who wrote the foreword of the book , was among prominent Nigerians who attended its public presentation in Abuja .
Others in attendance were the Speaker, House of Representatives , Yakubu Dogara; Mrs . Patience Jonathan , wife of former President Goodluck Jonathan ; a former Secretary to the Government of the Federation , Anyim Pius Anyim ; and a former Speaker of the House of Representatives , Ghali Na ’ Abba.
Some others in attendance were the Minister of the Federal Capital Territory , Bello Mohammed; and Minister of Labour and Productivity , Dr . Chris Ngige.
The 600- page book has 14 chapters.
The book is a compilation of media reports, bills and motions relating to the anti -graft campaign and major corruption cases under the current administration.
The hardcover edition of Melaye’ s book was sold for N 50, 000 each .
The President , Dangote Group , Alhaji Aliko Dangote , presented the book with N 10m . Saraki and Dogara bought a copy for each of the 109 members of the Senate and 360 members of the House of Representatives , respectively .
Saraki will pay N 5, 450, 000 while Dogara will pay N 18m for the book.
Saraki , in his speech, alleged that the anti - graft agencies were under pressure “ to show that they are working . ”
He added that this made the agencies to do more showmanship than actually prosecuting corruption cases .
The Senate President said , “ Talking about antidotes , I am convinced that we must return to that very basic medical axiom that prevention is better than cure . Perhaps , the reason our fight against corruption has met with rather limited success is that we appear to have favoured punishment over deterrent.
“ Most often , it is difficult to establish guilt beyond all reasonable doubts as required by our laws . It requires months , if not years , of painstaking investigations. It requires highly experienced and technically sound investigation and forensic officers. It requires anti -corruption agents and agencies that are truly independent and manifestly insulated from political interference and manipulation.
“ We must admit that we are still far from meeting these standards . Most often , therefore , because our anti -corruption agencies are under pressure to justify their existence and show that they are working , they often tend to prefer the show over the substance. However, while the show might provide momentary excitement or even public applause, it does not substitute for painstaking investigation that can guarantee convictions. ”
Saraki stated that each time Nigerians talked about corruption, they focused “ almost exclusively” on high -profile political corruption.
“ While these tend to be of high impact and high drama, I suspect that they are not even as debilitating as what is often referred to as systemic corruption, ” he noted.
He alleged that the form of corruption by middle - level and junior -level government officials , who demanded gratification to do their ordinarily routine duties , was “ as grievous as the high - level corruption that readily comes to mind. ”
The Senate President stated that Nigeria must review its approach in order to build systems that would make it “ a lot more difficult to carry out corrupt acts or to find a safe haven for corruption proceeds within our borders. ”
He said in doing this , Nigerians must continue to strengthen accountability, significantly limit discretion in public spending and promote greater openness .
Saraki stated, “ It is my view that the key area of prevention , we must work on , is to make it difficult for stolen money to find a home.
“ It must not be based on individuals but on institutions .
“ Let us fight corruption with sincerity . If we fight corruption in a corrupt way, we will not make any headway . ”
Saraki added , “ We , in the National Assembly , last week , took the first major step in this direction towards greater openness . For the first time in our political history , the budget of the National Assembly changed from a one- line item to a 34- page document that shows details of how we plan to utilise the public funds that we appropriate to ourselves. This is a very significant step forward and we are very proud of it. ”
The Senate President , however , pointed out that the current administration led by President Muhammadu Buhari , had put corruption on the front burner of national discourse.
He said , “ I admit it is early days yet , but one area I believe we have made remarkable progress in the past two years of the Buhari- led administration is that corruption has been forced back to the top of our national political agenda . Every single day, you read the newspapers , you listen to the radio , you go on the Internet , you watch the television , people are talking about it.
“ The people are demanding more openness , more accountability and more convictions. Those of us in government are also responding , joining the conversation and accepting that the basis of our legitimacy as government is our manifest accountability to the people .
“ And , to borrow from the title of the book that we are launching today, that we are determined to find antidotes to this disease that has almost rendered our country prostrate. ”
While criticising the Corruption Perception Index issued by Transparency International , Saraki urged the global body to adopt “ more robust parameters ” that would show the improvement made by countries in their anti - graft wars .
Saraki stated , “ My last point is on the Transparency International Corruption Perception Index . It is important to note that the CPI always generates controversy each year it is released. This is so because, most often governments and countries tend to believe that the year -on -year report does not fully reflect or account for the progress being made in the fight against corruption.
“ I believe the key challenge here is also because ‘ perception’ is largely subjective . And it is so easy for perception to degenerate into stereotype.
“ Therefore , while relying on perception, I think it is important for TI and other such organisations to improve on their methodology by developing more robust parameters that reflect the progress that some countries are making in respect of corruption. ”
In his remarks, Dogara said the current administration had been “ missing the point” on the prosecution of high- profile corruption cases .
He added , “ Corruption , for those who are farmers , is like a tree that grows vigorously . If you end up pruning the trees and not attacking the roots , there is no way you will deal with that thing .
“ So , when those who celebrate the successes of the fight against corruption in terms of the high - profile investigation , high- profile prosecution and even detention, they are missing the point because that is dealing with the symptoms of corruption. That is punishing corruption. But how are we developing remedies that we can apply to ensure that the tree dies?”
“ Recently, in the labour community, we went for May Day and some of us were nearly held hostage . You can’ t blame the workers. While they were agitating for their rights , agitating for minimum wage , some of us are talking about living wage .
“ You see, the workers control, perhaps , about 96 per cent of the budget . In the National Assembly, we have about 92 per cent. So , if you don ’ t make the environment conducive to those who administer this money not to want to be corrupt , you will end up jailing people. ”
Dogara also stated that institutions must be built and strengthened for Nigeria to effectively stem corruption as according to him , only strong institutions can fight corruption in the country .
Talking about the author , Dogara said he would not be surprised by the avalanche of criticisms that might follow Melaye and the book.
“ Dino himself is a combination of so many things: he is highly opinionated, often pugnacious . So , obviously , he will be a magnet for opinionated criticisms as well ; he will not escape that, ” he said .
Na ’ Abba, in his opening remarks, said the book , which he described as timely , would help in changing how corruption was perceived in Nigeria and the dangers it posed to the country .
Melaye , EFCC differ on invitation
Melaye, however , failed to invite the EFCC to the book presentation .
While the Chairman of the ICPC , Mr . Ekpo Nta , was in attendance , the EFCC was not represented at the event .
Sources in the EFCC told one of our correspondents that they did not receive any letter of invitation from Melaye .
An operative of the anti - graft agency said , “ We did not shun Dino Melaye ’ s book launch . The truth is that we were not invited at all . Even on Monday morning, we checked all correspondences but we did not find Melaye’ s invitation . We would have gone if we were invited. ”
When asked why he did not invite the EFCC to the book presentation , Melaye , in an SMS to one of our correspondents, said he invited the commission.
“ I did and I have the acknowledgement, ” he stated .
Sagay , CACOL , SERAP scold Senate President, say he’ s part of FG
Meanwhile, the Chairman of the Presidential Advisory Committee Against Corruption , Prof. Itse Sagay ( SAN); and two civil society organisations – the Coalition Against Corrupt Leaders and the Social -Economic Accountability Rights Project – have knocked Saraki for criticising the government ’ s anti - corruption fight, describing it as “ inappropriate ” .
The groups pointed out that Saraki was also part of the Federal Government that he criticised.
The Chairman of CACOL , Debo Adeniran, on Monday , noted that Saraki was involved in several allegations of corruption, adding that it was not surprising that he had chosen to attack the anti -corruption agencies.
He said , “ You have three arms of government and Saraki is the head of one of them . All the laws under which the Federal Government operates, emanate from the National Assembly . If any department of the government is failing , the Senate has oversight functions . If Saraki accuses the government of being sensational, he is part of the sensationalism.
“ Also , because Saraki is psychologically involved in all the accusations , especially levelled by the EFCC , and the Code of Conduct Tribunal , you will expect that he will discredit the agencies bringing him to the fore . Also , because the executive has not risen to cover up the Senate members undergoing investigations, the Senate President will not be in good terms with the executive.

Policemen rob doctor coming from emergency of N45,000

A Lagos medical practitioner, who identified himself only as Dr Itan, has accused policemen from the Area M command of stealing N 45, 000 from him .
The victim, who works with a private hospital in the Iyana Ipaja area of the state, said he was returning from an emergency around 1am , accompanied by his wife , when he was stopped by a police team.
He said his explanations on where he was coming from was rebuffed by the men , who demanded N 100, 000 from him failing which he would be charged with robbery.
Itan said after being detained for about three hours , the policemen led his wife to the nearest Automated Teller Machine, where she was forced to withdraw N 45, 000 for them .
The doctor said four other motorists, who were also stopped, were forced to part with various sums of money.
He said , “ I live in Ikeja , while the hospital where I work is at Iyana Ipaja. I was at home on April 9 when a nurse called me that we had a patient that had problem passing urine . The man was in pain and I recommended some drugs .
“ But the nurse called back that the situation was getting critical and I decided to drive down. I got to the hospital with my wife ; and by some minutes past 1am , we were done .
“ I was driving back when I sighted a road block by a police team at Moshalashi Roundabout, Iyana Ipaja. I saw different Rapid Response Squad vehicles at the junction . They asked me to park and I did.
“ They asked why I was wandering at that time of the night and I told them that I was a medical doctor and I had an emergency which I had to respond to . I showed them my identity card and complimentary cards . The policemen checked my vehicle documents and driving licence , which were complete .
“ But one of the policemen said anybody could be a doctor during the day and a robber at night. I told them that if they had issues with where I was coming from , they could follow me back to the hospital . But they refused . ”
Itan said four other vehicles were stopped on the road , adding that the policemen said they got a tip - off on a robbery operation in the area and they were all suspects .
He noted that before they were driven to the Area Command, the policemen asked him to pay N 100, 000.
“ They said as a doctor I didn ’ t need to get myself embarrassed and that I could just settle them and leave . Since I didn ’ t have any money , I did not pay anything.
“ They took us to the Area M Police Command on Idimu Road. But instead of driving into the station , they asked us all to park our vehicles at a car wash beside the command .
“ I asked them to take me to the Area Commander, adding that I was ready to be investigated . But they only demanded my car key and kept silent , ” he added .
The victim said some of the other motorists started paying some money to the policemen and were released .
He said later , a Deputy Superintendent of Police approached him and after he identified himself as a medical doctor, the DSP asked the policemen to search his vehicle.
Nothing incriminating was said to have been found in the car .
“ He then held my pouch, which contained my driving licence , passport, hospital ID card and the ID card of another hospital where I was formerly working .
“ He asked what I was doing with two ID cards of different hospitals, and I explained to him . I also told him it was not a crime if I had ID cards of two hospitals if I was working in one and consulting for the other. He became angry.
“ When it was getting to about 4am and I didn ’ t bulge , one of them came to me and said I was not supposed to follow them to the area command in the first place and that since they had brought me there , they might have to charge me with robbery. I told him there was nothing I could do because I didn ’ t have any money on me.
“ At that point, they volunteered to follow my wife to the Automated Teller Machine to withdraw some money. I told them I didn ’ t have N 100, 000. But the policeman said I cannot give them small money because all of them , including the DSP , will share it.
“ Later , they decided to collect N 45, 000. They drove my wife to the ATM where she made the withdrawal before we were eventually released, ” Itan added .
Itan said the policemen advised him to always move in an ambulance whenever there was an emergency or in the alternative he should tell his hospital to write the area command .
While expressing sadness over the incident, he said he reported his ordeal to the management of his hospital , but was advised to let go .
“ The hospital said it was what they did every time and I was surprised because I was new in the place . They said since they were in that environment and they always had to respond to emergencies from time to time , they didn ’ t want to be victimised .
“ But I want those policemen punished for the act. The police authorities should go after them ; they are always at that junction , robbing innocent motorists, ” he added .
The state Police Public Relations Officer, ASP Olarinde Famous -Cole , urged the doctor to approach the command for redress, saying the state Commissioner of Police, Fatai Owoseni, would not condone such act.
He said , “ Please , ask him if he copied the tag number or name of any of those policemen and if he can identify them . The CP has ordered that once we get any report like that, we should get the culprits apprehended to face the wrath of the law. We will not condone such . Tell him to come to the command on Tuesday ( today) . ”
In his reaction , the doctor said he could recognise the policemen, adding that he wrote down the name and number of one of them .

Tragedy struck in Kaduna on Sunday as 15 persons , including six national women leaders of the Evangelical Reformed Church of Christ, perished in an auto accident in the state.

The Federal Road Safety Corps ’ Sector Head of Operations , Kaduna, Mr . Salish Umar Galadunci, confirmed the incidents.
He , however , could not say whether the women leaders were part of the accident which occurred along Kajuru Junction, Maraba Rido Kachia Road, in Chikun Local Government Area of the state.

“ The recovered arms were handed over to the DPO , Kachia Division for further investigation. ”

Monarchs’ superiority: Obas council gives Olugbo four days to withdraw statement

The Olugbo of Ugbo land, Oba Obateru Akinruntan

The Secretary General , Council of Yoruba Obas , Oba Aderemi Adedapo, has described the Olugbo of Ugbo Kingdom , Oba Fredrick Akinruntan , as a rabble rouser and an attention -seeking monarch for declaring himself as the leader of all Yoruba Obas.
Olugbo had while speaking at an event in Ibadan , the Oyo State capital, on Sunday , said , “ I am the leader of all obas in Yorubaland. I speak with thunder in my mouth and I make bold to say so . No one is above me in Yorubaland inasmuch as it has been accepted that we are from Ife. I am the one that Oduduwa met at Ife. We are the husband of Moremi Ajasoro. Anyone who wants real Yoruba blessing should approach me . I am the one bestowed with the power . ”
Asked which of the various historical accounts of Yoruba land was authentic since his own version was the latest in the series, the Olugbo said his account was most accurate .
The Oba said , “ People should face the truth . My account of the history of Yoruba race is the most accurate and authentic. I have published a book on it already . Like I said , Oduduwa met my people in Ife . Don’ t mind my critics who use Facebook to abuse me. The truth is that many of them are children of slaves .
“ They don’ t want the true story of their fathers to be told . Slaves don’ t want history to be told. I am bold because I am not a son of a slave . My book is there . Obafemi Awolowo University, Ile -Ife, has accepted the book as the authentic history of the Yoruba race . I am about to publish another book on the same subject . ”
But Oba Adedapo, who is also the Olojudo of Ido Osun , said the Olugbo’ s claim was untrue .
Adedapo said this while speaking with one of our correspondents in Osogbo on Monday in his reaction to the claim of the Olugbo.
Oba Adedapo said no one could rewrite history of the Yorubaland now in order to suit his purpose , saying the Ooni of Ife remained the leader without any controversy.
Oba Adedapo , who is also the Coordinator, South -West Council of Traditional Rulers , said the late Ooni, Oba Okunade Sijuwade , was highly instrumental to Oba Akinruntan’ s ascension to the throne .
He said , “ Oba Akinruntan is an attention seeker . He is a rabble rouser, he deserves no response but some people especially outside the country may tend to believe his claim if he is not corrected .
“ His utterance is part of royal rascality we are talking about . Does he want to rewrite history or what ? Nobody can rewrite history . The late Ooni Sijuwade made it possible for him to become the Olugbo.
“ He must withdraw that statement within the next 96 hours which is four days. What he is saying is abominable in Yorubaland. ”
The monarch said Olugbo was not part of the 54 Yoruba Obas with original crown , saying he was using various tactics to draw attention to himself .
The Alake of Egbaland , Oba Adedotun Gbadebo , when contacted on the supremacy claim by Olugbo of Ugboland, was said to have travelled to Lagos .
His media aide, Baaroyin Lai Labode , said the monarch was out of town.
He said he would need to brief him on the issue when he returned from the trip .
He said , “ Kabiyesi has travelled to Lagos , and until he returns . I need to talk to him on the issue, whether or not he will want to comment on it. ”
Also , the Olu of Ilaro and paramount ruler of Yewaland , Oba Kehinde Olugbenle, said he would not comment on Olugbo’ s claim .
The personal assistant/media aide to Oba Olugbenle, Bolaji Leigh , while reacting to the issue on behalf of the monarch , said , “ Good day my brother , Kabiyesi will not comment on that. ”
